The new replacement app? Microsoft Office SharePoint Designer 2007.

In a recent Q&A, Microsoft cites that the overhaul is because the new software is going to make extensive use of SharePoint portal services:

Coupled with the other SharePoint-enabled applications in the 2007 release of the Microsoft Office System, SharePoint Designer 2007 will help make it easier than ever for individuals and teams to collaborate effectively.
